EVALUASI IMPLEMENTASI AMDAL PADA PROYEK PEMBANGUNAN PLTU: DAMPAK TERHADAP EKOSISTEM PESISIR ( STUDI KASUS PEMBANGUNAN PEMBANGKIT LISTRIK TENAGA UAP DI PAITON )

Abstract

Environmental Impact Assessment (AMDAL) is an important instrument in efforts to control negative impacts that may arise from large-scale project development activities, such as Steam Power Plants (PLTU). This study focuses on evaluating the implementation of AMDAL on the PLTU project in Paiton, which is known as one of the largest energy centers in Indonesia. The aim of this research is to assess the extent to which AMDAL recommendations have been implemented during the construction and operation of the PLTU, as well as evaluating the impact on the environment and surrounding communities. The method used in this research is descriptive-qualitative analysis which combines AMDAL document studies, interviews with stakeholders, and field observations. The findings show that although most of the AMDAL recommendations have been implemented, there are several obstacles related to waste management and air emissions that do not fully comply with standards. The results of the analysis also show that the implementation of environmental management is still hampered in the aspects of coordination between related institutions and routine supervision. Apart from that, this project has an impact on social aspects, especially regarding the livelihoods of local communities who depend on the local ecosystem which is affected by development. The conclusion of this study shows that the implementation of AMDAL at PLTU Paiton still requires improvement to ensure a balance between economic benefits and environmental preservation. Recommendations for similar projects in the future include the need for strict monitoring and increased coordination between agencies, as well as community involvement in ongoing environmental monitoring. It is also hoped that these findings can provide input for environmental impact management policies in the energy sector.
